Not exactly, all special moves are announced but, not yet explained in the DOJO.

I don't think you're thinking of the right move for Snake's down special.  The mine plant is his down special, and the move is listed as just C4.  I gonna say he actually sticks the C4 to his opponent's body or the stage and can remote detonate it when he wants.  Though I'm not 100% sure on that.

Nope, I'm 100% sure that C4 plants a mine on the GROUND and you activate it by pressing B when you want.
