Fix those eyes dammit. They make him look like a brute. That's the only error in there. Unfortunately they single-handedly break the picture. As one forgets about the rest of Charlie as they wonder "wtf is with those eyes?". The second one is nice, and note that I say that without seeing the eyes. You really got the shading right. The water actually looks blue. You know how to do the shape of the body. Just the face kills you. But giving credit where credit is due, the arms and legs are pretty good. The lighter version is really crappy btw and doesn't do Charlie as much justice as the dark version.
New picture is nice. He's cute. But something about the picture makes him look a bit old. The marks on the face could be done a bit lighter; in a photo they make him look human, while on a drawing they make him look a little old. The differentiation between his youthful face and the wrinkly lines on his face produce a kind of odd contrast. Feels like some kind of project involving media obsession with youth and the sad truth that no amount of anti-aging product or surgeries can completely mask the truth!
So basically what you need to do is attach that adorable face to Charlie's body. It's difficult to draw the face that small but with time you will be able to do it and remove those thick eyebrows and those eyes!.

Danke!  Shading was fun. It actually looks better in person--the scanner only pics up so much. @Bryan: Wow, you definitely put some thought into all that. I'm working on those eyes. They're currently erased, even though I did say I'd move on. I'll probably just dump the whole attempted anime style in most cases and go for my own realistic type in my drawings. With the new picture, I can kind of see what you're talking about. I don't see wrinkles though, I see facial structure. As I mentioned above, the scanner only picks up so much of my shading, so it looks more smooth in real life. I did my best with editing the image to get it to look as close as it could to how it does on paper. So yeah, I'm working on matching up the face-type with the body.

Okay, a new drawing is finally submitted. This one took a few weeks due to my schedule. It's nowhere near perfect, but it gives a decent idea, I think, of Charlie's general design.
It's based off of Juan's rendition. Notable changes include a simpler design, lighter and slimmer attire, shorter necklace, and redone hair.
This is just a general idea. He doesn't look quite as sleek as I was hoping for - which could be because his legs might need to be a bit longer. All of which will be done in the next drawing!
My next rendition will probably be of Charlie with a slightly different design, where he has chest armor beneath his robe. This was the original armor idea and I think it might be good to return to.
So yeah, we'll see how things turn out.

Most recent picture is good, but there are some issues with the proportions of the limbs in relation to the body. Midway into the drawing I added nearly an inch to the legs - I have no idea how I did them so short to begin with.
