Waluigi hasn't even had his own game, he was also just an add on character that Nintendo created from hell to make Luigi have a rival...
Wario on the other hand had better meaning to him, which is why he is in Brawl...

Yes, but Bowser has been in so much games as Mario's rival, it makes sense he is in. Waluigi only shows up in party games and spin-offs, like Mario Kart, Tennis, Mario Party, ect. Waluigi has never once been in a nomal Mario Platform game |

I think. there has been a great deal of speculation concerning whether or not luigi and waluigi are actually the same person . there used to be some information regarding this on wikepedia , but recently , conspirators have removed that information to conceal the truth . |
