Toon Link - beat classic with Link, 400 brawls or sse optional
Jigglypuff - event 20, 350 brawls or sse optional
Wolf - beat boss rush mode with Fox, 450 brawls or sse optional

You won't unlock them if you just battled people with them. For a limited time, you do get to use their characters but this is limited to wifi. You don't actually unlock them.
