lol u guys are nuts.

but i cant resist jumping in. smash bros rules arent necessarily unfair when fighting other universes. eg. ganondorf being beaten by yoshi looks silly seing as ganon is the king of evil in his universe and yoshis a dinosaur.. but who says yoshis are weak? in their universe they may be strong as hell and smash is the first game to mix these universes. but when fighting people from your own universe, it gets a little obvious with the handicaps, peach has never escaped bowser in the entire history of mario (save maybe SPP? i dunno) and mewtwo has serious trouble landing a hit on pichu pikachu or jigglypuff? what is it a lvl 10 mewtwo? they are also unfair on the limited moves each character can use. eg. link could use most of his arsenal of equipment but not bombchus or dins fire or whatever. and pikachu there but we see no raichu, ganon attacked with fists but no sword or energy bombs (hopefully fixed in brawl)

on topic:

mario is no ordinary human plumber he is from a different universe to us and megaman, also a more comic universe, so nomatter wether its megamans guts punch/ shock/whatever or charged megabuster, it could destroy mario with his fireballs and moneypunch etc or he could be no match for peaches hip smash, it will only do as much damage as smash bros says it does becuase thats the closes theyl ever be to fighting. imagine gospel/bass firing a blast that would destroy megaman.. at sonic. would hed just lose his rings, collect some and then continue battling? or get torn apart?

I have a newfound respect for this forum... nice sig change. 
OK, I'm actually gonna comment about this topic now.  You can't really discuss a battle between Megaman and Mario because the rules they follow are so fundamentally... different.  Basically, if you ask the question, you have to specify "who's turf?"  In Mario's world, Mario rules, and vice versa.  Neutral ground?  Who's ground?  In Brawl, it's already been said that the odds are about equal, so no point talking about that.  I'd wager on Megaman in the real world, but place the battle in, say, Hyrule, and I might have to go with Mario.  But really, it's like asking "Who's smarter, Garry Kasparov or Stephen Hawking?"   (God, I am such a nerd.)
I've got a bad feeling somebody will attempt to answer this question...

ok. every item and ability from their games (that they can obtain). you are essentially making that suggestion because you chose time stop, which is not something megaman has at the start of his games, and he only gets it in certain games. so thats why, in order to have time stop, you have to say that megaman has all of the powers/abilities from his games b/c we arnt specifying at what time megaman is fighting mario (like for instance after megaman 1 but before megaman 2) Thats why mario should get the same treatment, and be allowed every item and ability from his games.

yeah making these specifications dont work now, the thread shouldve been called megaman ( with only the abilities from megaman 2) vs mario (with only the abilities from some 1 game). then we couldve debated that. since its just mario and megaman, then presumably they got all the items and abilities from all their games.

well, yeah. mainly because bowser is hardly ever a playable character, so he has very little he would use in a fight like this. a normal fight between mario and bowser is different because there are in-game restrictions on what mario can use. but a fight like this, with two main characters, is much different. and ive tried to explain why both would have everything from their games already.

why are you guys so serious about this anyways.... jeez its like you guys personaly know what would happen in a fight between two fictional characters.

well, its not exactly serious, its just for fun. we dont know what would happen, but we have an idea.

You know, I tossed that out entirely for my own amusement, expecting a universal response of "wha?"
I shot the moon, and got a direct hit.  I wasn't really expecting that... happens sometimes.

what's a Dalek?

Generally considered the most dangerous enemy Dr. Who has encountered, an entire race genetically engineered for one purpose.  To be placed inside a metal killing machine (see above picture) and destroy absolutely anything different from them.  They and the Time Lords wiped eachother out in a huge war, but the Daleks keep making a comeback only to be shot down by the Doctor.

So without further ado.

Dalek
Up and B: Levitate (Dalek rockets up slightly, and gets temporary flight)
Forward and B: Death Ray (fires a deadly beam forward)
Standard B: Force field (while the forcefield is active the Dalek cannot be hurt and zaps anybody who hits him.
Down and B: Electricute, fires his death ray down which electrifies the floor around him.

Final Smash: Self Destruct.  Huge explosion centered around the Dalek.  Dispite it's name, he survives.
